My name’s Scott Archer. I started roofing in 1990 as a laborer in Seattle, and I’ve been doing this ever since. I earned my journeyman’s card in 1996 in flat roofing — torchdown, TPO, PVC membranes — and I founded Top Line Roofing Contractors here in Portland in 2016. Topline Construction is the legal name on the license, and I’ve held a general contractor’s license in both Oregon and Washington since that year.
Why I do it this way
I still walk and inspect every roof my crew puts on. That’s not a line for the website — it’s how I’ve run this business from day one. After 30-plus years, I’ve seen what happens when a contractor cuts corners on decking repair, flashing details, or underlayment just to save a day on the schedule. It costs the homeowner more down the line, and it’s not how I want my name attached to a roof.
What we work with
We install and repair asphalt shingle, metal, and cedar shake roofing, sourced from manufacturers we trust — GAF, CertainTeed, Owens Corning, and Malarkey Roofing Products among them. The right material depends on your roof, your budget, and how much tree cover and moss you’re dealing with — I’ll walk you through the real tradeoffs during your inspection, not just push whatever has the best margin.
What we do
Roof installation on new construction and additions, ongoing roof maintenance to extend the life of what’s already up there, roof repair for leaks and storm damage, and full roof replacement when a roof’s genuinely reached the end of its life. My crews follow safe work procedures I personally hold them to, and we keep job sites secure for the crew and for your property — ladders, tarps, debris containment, all of it. This isn’t a checklist we glance at; it’s how every job runs, every time.
Licensed, bonded, and verifiable

Serving the Portland metro
We work across the whole Portland area and into Vancouver, WA — from Tigard and Gresham to Hillsboro and beyond. Different parts of the metro deal with different roofing challenges — heavy tree cover and moss on the west side, more open exposure east of the river — and after this many years in the area, we already know how each one treats a roof.
